The author, one of the members of the criminal Grupo Colina — made up of members of the Ejército del Perú — writes the following: "In this book, the degrading conduct of two heads of government is recounted: Valentín Paniagua and Alejandro Toledo. Both allied themselves with and were used by the conspirators. While it is true that the presidents do not subscribe to terrorist doctrine, the same cannot be said about whether they were unaware of the records that 'civic' figures and terrorists held. They did know — what is more, they approved and signed a document. Obviously, the explanation for their absurd conduct comes down to political convenience. On the desk where I write, I have evidence that allows me to affirm that when it comes to destroying a potential rival — in this case Alberto Fujimori — anything goes. Including allying oneself with the enemy. Thus, it is not reckless to affirm the phrase 'the enemy of my enemy is my friend.' That certainly applies here." End of quote.
