Preliminary List of Persons Who Died Due to the Internal Armed Conflict According to the Peace Census 1980-2000
This document was prepared by the Ministerio de la Mujer y Desarrollo Social (MIMDES), through the Dirección de Promoción de Cultura de Paz of the Dirección General de Desplazados y Cultura de Paz, within the framework of government policies aimed at the care and reparation of the population affected by the internal armed conflict. Its objective is to present a detailed list of persons who died as a result of the internal armed conflict, located in rural communities, native communities, and other affected population centers, in order to facilitate the implementation of individual and collective reparation programs. The document displays nominal information on 10,470 deceased persons, located in 14 departments of Peru, detailing, among other things, sex, age, year of disappearance, perpetrator, and spatial location of the victim. For this purpose, the Peace Census, conducted between 2001 and 2003, was used as a source. For various reasons, these figures do not match the CVR report, which identified the names of 23,969 compatriots killed or disappeared and, using a scientifically accepted methodology for estimating in cases like Peru's — where the population does not cooperate out of fear and distrust — concluded that there were approximately 70,000 victims.
