The Political Impact of Negotiations Between the Alberto Fujimori Regime and the PCP-SL in the Electoral Context of the 1993 Referendum

This university thesis examines the negotiations between the government of Alberto Fujimori and the leadership of the Partido Comunista del Perú-Sendero Luminoso (PCP-SL) in the context of the 1993 constitutional referendum. It addresses the aim of obtaining an electoral benefit by publicizing Abimael Guzmán's request for a Peace Agreement, and how Alberto Fujimori legitimized himself through the 1993 constitutional referendum. However, Alberto Fujimori did not definitively defeat the insurgency when he had the opportunity, as he failed to take advantage of the 1993–1994 period to defeat the remnants of the PCP-SL. Because he did not take the required military and intelligence initiative when it was needed, the remaining subversive elements in the Valles del Río Apurímac y Ene (VRAE) and the Huallaga continue to operate to the present day.
