Terrorism in Peru

"In recent decades, society has been the victim of one of the worst scourges: terrorism, which is an expression of violence visible throughout history (conquests, wars) in its most varied forms and cruelty. Terrorism thus constitutes, both at the domestic and global level, an open pathway to all forms of violent, degrading, and intimidating acts, applied without any moral reservation or concern. It is, therefore, neither an isolated, recent, nor disorganized practice — though it is not for that reason structured. The goals pursued by this form of 'unconventional war' may be political, religious, or cultural in nature, or may simply be the seizure of power by entirely illicit means. For these reasons, the world is shaken daily by news of attacks carried out in public spaces, where innocent people totally unrelated to that 'war' or to its various interests lose their lives."
