National Agenda for the Displaced. CONDECOREP's Proposal for Comprehensive Reparation for Those Displaced by Political Violence in Peru

This document was developed participatively by the regional chapters of the Coordinadora Nacional de Desplazados y Comunidades en Reconstrucción del Perú - CONDECOREP. Its objective is to make available to all actors, public and private, the organization's consensus-based proposal on reparations. This document responds to a clear diagnosis: first, the displaced persons, despite their population size of more than 600,000, are socially invisible. They are doubly displaced, because in addition to the tragedy of being forcibly removed from their homes, they have been pushed to the margins of public affairs and civic concerns. In short, their problems lack political weight. Second, reparations for displaced persons are entirely feasible. As we will note in this book, the registry of displaced families is well advanced, their demands do not pose insurmountable administrative or budgetary challenges for the State — on the contrary, it is largely a matter of improving public management. In short, what is needed is political will.
