The Internal Pacification Process

The purpose of this study is to review what terrorism meant, how the threat it posed to society and the State was overcome, evaluate the possible re-emergence of flare-ups, and the actions to be taken to address them. The main objectives are to expose the danger and threat that it represented for Peru, both in terms of its totalitarian worldview and the physical, social, and human damage for which it was responsible; to present the political benefits of the strategic defeat of terrorism for our society; and to propose a framework of aspects on which it would be worthwhile to insist in order to prevent conditions favorable to the future development of terrorism.
