Reparations in the Peruvian Transition: Where Are We and Where Are We Going?
After two years of intense work, the CVR offered the country a new account of what happened in Peru during the last two decades of the twentieth century, and brought to light the magnitude of the serious human rights violations that occurred during that period and the clear relationship between the pattern of victimization and the pre-existing pattern of social and cultural inequality. Along with recommending the judicialization of a series of human rights violation cases and institutional, legal, and educational reforms as prevention guarantees, the CVR's mandate included the elaboration of "proposals for reparation and dignification of the victims and their families." To this end, the Commission developed what it called the Comprehensive Reparations Plan (PIR-CVR).
