This book is signed by 14 former Army Commanding Generals who were involved in the massacres that occurred in Peru during the years 1980 to 2000. To deflect any accusations, the generals invoke principles such as the "non-binding" nature of the CVR report for judicial purposes, or the special jurisdiction for members of the Armed Forces and the PNP in conflict zones, or Peru's non-obligation under International Law.
