Post-War Realities in Peru: Omissions, Denials and Their Consequences

In this working document, the Instituto de Democracia y Derechos Humanos de la Pontificia Universidad Católica del Perú (IDEHPUCP) proposes a discussion on the relevance of the concept of postwar in the current national context. To this end, it first presents a brief reflection on the links and tensions between reparation policies and development policies and the difficult task of making them converge while at the same time preserving the notion of specific rights for victims. Two particularly relevant cases are then examined. Rafael Barrantes explores the way in which the fears and desires for justice are being processed among one of the populations most severely affected by the violence: the Asháninka people. His analysis shows, on the one hand, the impact that strong cultural stereotypes had on the tragedy of that population, and on the other, the dramatic alternatives of reconciliation that arise while the State continues to ignore its obligation to administer justice in the country. Pablo Sandoval and Eduardo Toche, for their part, examine the complex situation of national universities and the grave negligences in which the State and society are incurring in that regard.
