Recommendations vs. Realities. Progress and Challenges in the Post-CVR Peru

"In this publication, we review the progress made on each of the eighty-five recommendations delivered by the CVR. With this, we aim to contribute to a more thorough monitoring of their implementation and to assist in the design of public policies that address the urgent reforms required of the State - reforms that the CVR highlighted in its Report. In the three years and several months that have passed since the presentation of the CVR's Final Report, discussion of the work it carried out has not ceased; although it must be acknowledged that those most active in this regard have been precisely those who find themselves on the other side. The detractors of the CVR, despite their insults and distortions, have not managed to diminish it and have instead helped keep the work done alive and relevant. Of course, there is also a citizen movement that has taken on a commitment to the recommendations, especially those concerning the debts owed to the victims: justice and reparations. However, more voices are needed to defend the Final Report and, in particular, the importance of the topics addressed in it - topics that relate to the day-to-day lives of many Peruvians, men and women, who suffered from the violence and who continue to be ignored in the cities."
