The report — signed by Mario Vargas Llosa, Abraham Guzmán Figueroa, and Mario Castro Arenas — is divided into four parts. The first, under the title "How It Happened," reconstructs the preparations for the journalists' expedition, the itinerary and incidents of their journey, the event itself, and the circumstances immediately following it. The second part — under the title "Why It Happened" — sets out the political, social, psychological, and historical context that, in the Commission's judgment, is indispensable for fully understanding what occurred.
