Untold terror: violence against women in the Peruvian armed conflict

This is an analysis of human rights abuses in Peru that reveals a glaring omission: abuses against women barely figure in most reports, including those published by Americas Watch. The government's security forces have threatened, raped, and murdered women; the Partido Comunista del Perú–Sendero Luminoso has threatened, raped, and murdered them as well. Often the same woman is a victim of violence perpetrated by both sides. In particular, rape perpetrated by security forces has been glossed over, or virtually ignored. Neither the state's Defensoría de Derechos Humanos office nor independent human rights groups consistently evaluate complaints of rapes committed against non-combatant women.
