On December 3, 1989, members of Sendero Luminoso raided Orurillo, Melgar, and killed four authorities, three community members, and a leader — a total of 8 victims. Among the authorities was the Izquierda Unida mayor Tomás Quispe Sayhua, an important local leader recognized for his struggle for land. Also killed were Víctor Quispe Sayhua (governor), Mario Lizardo Quispe (former leader of the CAT Quisuni), Nicolás Choquehuanta (Justice of the Peace), Benito Mamani (radio technician), Pedro Pablo Tito Limachi (teacher), Julio Guillermo Céspedes Santander (school principal), and Godofredo Marrón (teacher and leader of the Sindicato Único de Trabajadores de Orurillo).
