Increase in PCP-SL actions in the Central Jungle

In 1989, the PCP-SL dramatically intensified its actions in the Central Jungle, especially in Satipo, achieving a generalized and open presence in the area. This year marked an increase in looting, selective assassinations such as that of OCARE president Isaías Charete, and the formation of popular committees that exercised control over native and colonist communities.

During 1989, the PCP-SL significantly intensified its actions in the Central Jungle, particularly in the province of Satipo. The presence of the PCP-SL in the area became widespread and open, increasing its visits to native communities and carrying out looting accompanied by initial indoctrination of the population through prolonged meetings. On February 13, 1989, the PCP-SL assassinated Isaías Charete, president of OCARE, in the native community of Tzomaveni on Ene. By the end of 1989, the PCP-SL had formed two popular committees in Otica and began to exercise territorial control, forcing the population to participate in weekly meetings under threat of death. The majority of settlers who did not sympathize with the PCP-SL left the Ene Valley and moved to Satipo or other cities.
