On December 31, 1988, Shining Path dynamited a power plant located in Huariaca, Cerro de Pasco province. This plant was crucial to the energy supply of several important mining sites in the region, including Milpo, Atacocha and Chicrín. The attack was part of a series of terrorist actions against mining and energy infrastructure that SL carried out during the last months of 1988, seeking to paralyze mining production in the central highlands of Peru. This attack took place in the context of the national mining strike of October 1988 and the continuous confrontations between the PCP-SL and the forces of law and order.
