Amnesty International's Report on Forced Disappearances in Peru
In 1983, Amnesty International presented a report to the Peruvian government under President Fernando Belaunde Terry, highlighting the issue of forced disappearances during the internal armed conflict. This report, along with subsequent actions by human rights lawyers in 1984, brought international attention to the human rights violations occurring in Peru. Despite these efforts, the Peruvian state largely ignored the reports, leading to a deterioration of its international image.
Amnistía Internacional entregó en 1983 al gobierno del presidente Fernando Belaúnde Terry un informe sobre desapariciones forzadas ocurridas en las zonas de emergencia. Este informe fue uno de los primeros esfuerzos de organismos internacionales de derechos humanos por documentar y denunciar las violaciones cometidas durante el conflicto armado interno. La denuncia de Amnistía Internacional se complementó posteriormente con acciones de abogados de derechos humanos que llevaron sus demandas al Grupo de Trabajo sobre Desapariciones Forzadas de Naciones Unidas en 1984, iniciando un proceso de visibilización internacional de los crímenes del Estado.
