Judicial Reform under Alberto Fujimori
In 1995, the government of Alberto Fujimori initiated a judicial reform process aimed at improving the organization and modernizing the structures of the judicial system in Peru. The creation of the Executive Commission of the Judiciary, through Law N° 26546, temporarily suspended the powers of existing judicial management bodies to evaluate and reorganize the judiciary. However, this reform also led to increased influence of the Executive Branch over the judiciary, compromising its autonomy.
En 1995, el gobierno de Alberto Fujimori inició un proceso de reforma del Sistema Judicial destinado a modernizar sus estructuras mediante órganos provisionales. Se creó la Comisión Ejecutiva del Poder Judicial por Ley N° 26546 del 21 de noviembre de 1995, suspendiendo temporalmente las atribuciones del Consejo Ejecutivo y Gerencia General del Poder Judicial. Aunque el proceso buscaba una mejor organización, en la práctica generó efectos perjudiciales para la autonomía de gestión judicial, creando vínculos de influencia del Poder Ejecutivo. La Comisión Ejecutiva fue asumiendo mayores facultades mediante sucesivas leyes que suspendían la vigencia de la Ley Orgánica del Poder Judicial.
