Around 1988, the PCP-SL began a more aggressive campaign of actions in the Central Jungle, increasing its presence through more regular visits to native communities, especially Asháninka. That same year, the province of Satipo was declared in a State of Emergency due to the intensification of subversive activities. The PCP-SL began incursions into communities such as Cutivireni, where it indoctrinated the population and recruited young people. This campaign marked a turning point in the Shining Path strategy, moving from selective assassinations of settlers between 1985-1988 to a more systematic and organized presence in the territory.
