Law No. 24651 on Terrorist Crimes

Law enacted on March 20, 1987, which introduced in the Peruvian Penal Code the section 'Terrorism Crimes', establishing the classification of the crime of terrorism and acts of terrorist collaboration with penalties of up to 20 years imprisonment.

Law No. 24651, enacted on March 20, 1987 during Alan Garcia's administration, introduced in the Penal Code a section called 'Terrorism Crimes'. This law defined terrorism in terms similar to Legislative Decree No. 046 of 1981, punishing whoever with the purpose of provoking or maintaining a state of anxiety, alarm or terror in the population commits acts that could create danger to the life, health or property of people, using means capable of causing great havoc. The penalty established was a penitentiary sentence of not less than 15 years or internment. Subsequently, this law added Article 288° 'E' to the Penal Code, establishing the acts of collaboration with terrorism with penalties of not less than 15 nor more than 20 years of imprisonment.
