Days before, on February 20, a car bomb had exploded near a rally presided by Alan Garcia Perez in Lima, and on February 22 another car bomb exploded in Trujillo moments before the arrival of the President. The attack against the Attorney General was part of the wave of political violence affecting the country during that period.
