Government removes top military commanders after Accomarca massacre without changing counter-subversive strategy
Upon the discovery of the Accomarca massacre, the government forced the resignation of FAP General Cesar Enrico Praeli, president of the Joint Command on September 15, 1985. On September 17, FAP General Luis Cavallerino announced the removal of Major General EP Sinesio Jarama Davila, commander general of the II Military Region and Brigadier General EP Wilfredo Mori Orzo, political-military chief of the National Security Sub-Zone No. 5. These removals were not accompanied by a change in counter-subversive strategy.
