Manuel Ulloa's statement on amnesty

Manuel Ulloa Elías of Acción Popular declared in El Comercio his rejection of an amnesty for those accused of terrorism, arguing that it would be irresponsible and would create national panic.

Manuel Ulloa Elías, representative of Acción Popular (AP), stated in El Comercio his opposition to a possible amnesty law for those accused of terrorist crimes. Ulloa stated that his party considered that it would be "absolutely irresponsible" to grant amnesty freeing the perpetrators of terrorist acts. He pointed out that such a measure would produce "a convulsion on a national scale, creating a climate of panic and anxiety". This statement was made in the context of the debate on amnesty that had been expressed by aprista and leftist parliamentarians after Alan Garcia Perez took office.
