The Peruvian government decided to extend for thirty days the state of emergency throughout the country, which included the suspension of constitutional guarantees. This measure was taken after the Minister of the Interior, Luis Pércovich Roca, stated that it had not been considered convenient to implement the state of siege. The decision was made in a context of increased terrorist actions during June 1984 and after meetings between President Fernando Belaunde Terry and the Joint Command of the Armed Forces. Days before, on July 6, an Official Communiqué had been published in which new measures to eradicate narcoterrorism were analyzed with the participation of the Armed Forces.
