Formal constitution of the organization DECAS (Defensa Civil Contrasubversiva) in Pichiwillca on June 21, 1984, under the leadership of Antonio Cardenas, initiating its expansion throughout the Apurimac River Valley in coordination with the Armed Forces.

On June 21, 1984, the "Defensa Civil Contrasubversiva" (DECAS) of the Apurimac River Valley was formally established in Pichiwillca. From this place it began its expansion throughout the valley under the leadership of Antonio Cardenas, who would become the undisputed leader of the organization. This formal constitution took place in the context of the march of community members led by Major "Vic" or "Rick" down the Apurimac River from Chungui. The DECAS emerged in response to the presence of the Shining Path in the area, in coordination with the Armed Forces. By mid-1985, Sendero was in full retreat and the Armed Forces and DECAS had gained control of the valley.
