Creation of the Ministry of Defense in Peru
The Ministry of Defense in Peru was established on 31 March 1987 through law 24654. While the general idea of creating the Ministry was approved by the Parliament, its specific functions and structure were defined by executive decrees. These decrees resulted in a Ministry with minimal powers, as the real control over military operations, promotions, acquisitions, and spending remained with the Commanders General of the armed forces.
El Ministerio de Defensa fue creado el 31 de marzo de 1987 mediante la ley 24654. Aunque la idea de su creación fue aprobada por el Parlamento, el Poder Ejecutivo estableció su funcionamiento y articulación mediante decretos-leyes que fijaron las leyes orgánicas del ministerio y los institutos armados. El MINDEF resultó siendo un organismo con atribuciones mínimas, sin control sobre ascensos, adquisiciones, supervisión de gastos ni ingerencia en operaciones militares, permaneciendo todas estas funciones bajo el control de los tres Comandantes Generales.
