Confrontation and Repression in Puno, Peru
On April 27, 1987, in the community of Cututuni, Azángaro, the main force of the southern regional committee of the PCP-SL was dismantled by the Peruvian Armed Forces, resulting in the death of Manuel Atoche, known as 'Anselmo', and other combatants. This event marked a significant decrease in PCP-SL activities in Puno. Subsequently, tensions escalated between the Federation of Campesinos and the directorial bodies of the SAIS 'Aricoma', leading to military and police repression against the campesinos, resulting in over 300 detentions and the death of Pedro Laura Ochoque.
En el contexto de disputas por la propiedad de la tierra en Puno, el gerente de la SAIS "Aricoma", Harold Rafael Chávez, solicitó la intervención del Ejército Peruano y contrató a la Unidad Táctica Anti Subversiva (UTAS) para reprimir a campesinos que realizaban tomas pacíficas de tierras. Las operaciones militares y policiales resultaron en más de 300 campesinos detenidos, incluyendo hombres, mujeres y niños, siendo los comuneros de Ajoyani los más afectados. Durante estas operaciones, murió el campesino Pedro Laura Ochochoque en Putina, quien fue alcanzado por disparos militares.
