The attacks occurred in a context of growing terrorist activity that led the Armed Forces to assume internal control of the department of Ayacucho. President Fernando Belaunde Terry had given an ultimatum on December 27 for the subversives to surrender their weapons before the Armed Forces took control of the emergency zone.
