Operation Leona and Operation Palacio
In 1991, the GEIN, a special intelligence unit of the Peruvian police, executed two significant operations against the Shining Path (PCP-SL). Operation Leona, conducted in late June, led to the arrest of key members of the PCP-SL's Central Committee, including Yovanka Pardavé Trujillo and Tito Valle Travesaño. Later, on November 27, Operation Palacio resulted in the capture of the entire leadership cell of the Department of Defense of Socorro Popular, dealing a significant blow to the insurgent group.
El 30 de mayo de 1992, agentes de la DIRCOTE desarticularon la célula de dirección del Comité Regional Metropolitano del PCP-SL, capturando cinco miembros incluida Pilar Rivas Laurente. El 1 de junio, a través de una operación comandada por Miyashiro, el GEIN intervino una Escuela Político-Militar del MRTA en Pueblo Libre y detuvo por segunda vez a Alberto Gálvez Olaechea. Se conformó una división del trabajo donde el GEIN se dedicaría exclusivamente al seguimiento de dirigentes del PCP-SL, mientras que el BREDET, bajo el mando del comandante Gonzáles, continuaría rastreando al MRTA, obedeciendo a diferentes estrategias operativas según las características de cada organización.
