Arrest of Luis Kawata Makabe

Luis Kawata Makabe, a teacher at a pre-university academy, was arrested in Ica on July 1, 1982, accused of being a leader of the PCP-SL. It was his second arrest for alleged links with terrorism.

Luis Kawata Makabe, a teacher at a pre-university academy, was arrested in Ica accused of being one of the leaders of the PCP-SL. This was his second arrest, as he had also been apprehended the previous year for alleged links to terrorism, and was released shortly afterwards. The arrest took place in the context of a wave of violence both in Lima and in the interior of the country, including attacks on the U.S. embassy and municipalities in Ayacucho.
