Failed Appointment of Javier Palacios as Vice Minister of the Interior
In 1991, the appointment of Colonel Javier Palacios Ortiz as Vice Minister of the Interior in Peru was not realized due to opposition from within the military and police forces. Palacios, known for his effective anti-subversive work, faced accusations of being aligned with the previous government, leading to his reassignment to the National Directorate of Criminal Investigations (DININCRI) as a form of punishment. This event highlighted the ongoing militarization of the police sector and the tensions between military and police institutions.
El gobierno estudió la posibilidad de nombrar al coronel PT Javier Palacios Ortiz, oficial clave de la DIRCOTE, como viceministro del Interior bajo la dirección del general Adolfo Alvarado Fournier, buscando así desmilitarizar el ministerio. Sin embargo, Alvarado enfrentó oposición de miembros de su propia institución. El nombramiento no fue concretado porque Palacios, reconocido por su labor antisubversiva pero con opiniones propias y antecedentes de críticas, se había hecho de diversos enemigos tanto en las Fuerzas Armadas como en la policía. Palacios fue acusado ante el nuevo gobierno aprista por su cercanía con el ex Ministro Agustín Mantilla, y en 1991 fue asignado a la DININCRI como castigo, siendo finalmente dado de baja en 1995 sin ser ascendido a general.
