The Beginning of the End for Sendero Luminoso
In July 1990, the Peruvian government, under the direction of Interior Minister Mantilla, recognized a significant turning point in its fight against the insurgent group Sendero Luminoso (Shining Path). The intervention led by Mantilla marked a shift from a purely military approach to one that included intelligence operations. This change in strategy was seen as the beginning of the end for Sendero Luminoso, as it surprised the government and led to a reevaluation of resource allocation.
Tras una operación exitosa, la caída de la segunda casa en importancia de Sendero Luminoso fue caracterizada por el coronel PNP Jiménez como «el principio del fin» de PCP-SL. El ministro del Interior Mantilla enfatizó públicamente que este hecho representaba el comienzo del fin para la organización. El suceso sorprendió al gobierno y llevó a Mantilla a reconocer que se había cometido un error al privilegiar el financiamiento de otras unidades policiales sobre la DIRCOTE, cuando la solución al problema de Sendero Luminoso residía en labores de inteligencia más que en operaciones militares en el campo.
