In 1982 there was a strike in the towns of Juan Guerra and Tabalosos that revealed a leadership vacuum in the region's social movement. The strike had a violent and tragic outcome. This event motivated the formation of the Comando Unitario de Lucha (CUL) in Tarapoto, presided over by professor Lucas Cachay, who tried to fill the leadership vacuum evidenced during this mobilization. The CUL subsequently promoted the first departmental strike of city and rural workers in 1984.
