Government declares state of emergency in five provinces of Ayacucho, suspends constitutional guarantees
On October 12, the government decreed a state of emergency in five of the seven provinces of Ayacucho (Huamanga, Huanta, Cangallo, La Mar and Víctor Fajardo) and suspended for sixty days the constitutional guarantees related to individual freedom and security. This was the first time a state of emergency was declared in the context of the armed struggle. Fernando Belaunde Terry was initially opposed but was convinced by José María de la Jara y Ureta and Héctor López Martínez.
