President Belaunde declared a state of emergency in five Ayacucho provinces
On October 12, 1981, one day after the assault on the El Tambo police post, the President of the Republic, architect Fernando Belaunde Terry, declared a state of emergency in five provinces of the department of Ayacucho: Cangallo, Huamanga, Huanta, La Mar and Víctor Fajardo. This situation implied the suspension of certain constitutional guarantees, such as those related to personal freedom and security.
