Promulgation of DL No. 046 on terrorism

This was one of the first legislative measures of the Peruvian State to confront the beginning of subversive actions. However, according to the CVR report, it was not until the 1990s when, through a series of decrees established by the Fujimori regime that centralized intelligence work, it was possible to capture the subversive commanders of the PCP-SL and the MRTA. DL 046 represented the initial legal framework of the state response to terrorism, although its effectiveness was limited in the early years of the conflict.
