Forced Recruitment and Victim Profiling during the Internal Armed Conflict in Peru
During the internal armed conflict in Peru, the Communist Party of Peru - Shining Path (PCP-SL) engaged in forced recruitment of young individuals in communities where voluntary support was lacking. The conflict was characterized by unconventional warfare, with PCP-SL militants blending into the local population. This led to profiling by state forces, who targeted individuals based on perceived susceptibility to joining the insurgents, as illustrated by the testimony of a university student detained in 1991.
Durante el conflicto armado interno, el PCP-SL obligaba a jóvenes a participar en sus acciones cuando no conseguía su adhesión voluntaria mediante prácticas de reclutamiento forzado. Las fuerzas del orden, enfrentadas a un conflicto de carácter no convencional, seleccionaban víctimas de acuerdo con perfiles generales que consideraban propensos a integrarse al grupo subversivo, como ser jóvenes de zonas andinas, hablantes de quechua, estudiantes universitarios o residentes en determinadas áreas. El pasaje ejemplifica esto mediante el testimonio de un universitario detenido en 1991 quien fue identificado por su perfil: hijo de ayacuchanos, quechuahablante, estudiante de la UNMSM y residente del Callao.
