Attack on Uchiza Police Base
In March 1989, Sendero Luminoso, in alliance with drug traffickers, launched a major military operation against the Uchiza police base. The lack of state response to support the besieged police weakened the image of President García's government. This event led to the creation of a political-military command in the area, headed by General Alberto Arciniegas, who implemented a new strategy to isolate the PCP-SL from the local peasants.
El 27 de marzo de 1989, la base policial de Uchiza fue atacada por terroristas. El radio operador de la base contactó al Ministerio del Interior solicitando apoyo urgente, pidiendo que un helicóptero sobrevolara la zona para simular la llegada de personal de apoyo y que se enviaran unidades cercanas en refuerzo. Los efectivos policiales citados por la CVR rechazaron posteriores explicaciones sobre las condiciones climáticas que habrían impedido el auxilio, afirmando que aquel día fue soleado, sin nubes, lluvia ni vientos fuertes.
