Introduction of Referendum in Constitutional Text

In February 1993, the Commission of Constitution in Peru approved the introduction of the referendum in the constitutional text. This decision also included granting citizens the right to elect and remove authorities and initiate legislation. However, the move faced opposition from Lourdes Flores Nano of the PPC, who argued that these measures were technically unsound and could lead to political instability.

La Comisión de Constitución aprueba introducir en el texto constitucional la figura del referéndum, así como el derecho de los ciudadanos a la elección y remoción de autoridades y a la iniciativa legislativa. La congresista del PPC, Lourdes Flores Nano, vota en contra señalando que se trata de instituciones antitécnicas, complicadas de ejecutar, manipulables y que pueden generar inestabilidad política.
