Decentralization and State Reform in Peru
In October 2002, discussions were held in Satipo, Junín, regarding the need for decentralization and reform of the Peruvian state. The focus was on increasing citizen participation and addressing the absence of state presence in remote communities. The reform aimed to include changes in the military, police, and public administration sectors to better serve the diverse and geographically challenging regions of Peru.
El Estado peruano ha mantenido un centralismo que ha dejado ausente la presencia estatal en pueblos y comunidades remotas, especialmente debido a la gran variedad regional y geografía accidentada del país. La reorganización y reconstrucción del aparato del Estado debe incluir reformas de las Fuerzas Armadas, la Policía Nacional y toda la administración pública (judicial, de salud, educativa, productiva y financiera). La descentralización del Estado es esencial para una mayor participación ciudadana y constituye un imperativo ético y político, particularmente percibido con urgencia por los pueblos del interior del país.
