Cayara Massacre
The CVR identified significant political responsibility of the PAP government in the cover-up of the Cayara massacre, which occurred in May 1988. A Senate commission led by PAP member Carlos Enrique Melgar concluded that the massacre did not happen, despite contrary evidence from a minority of the commission and a prosecutor. The CVR's investigations confirmed the massacre and highlighted the PAP's role in concealing the event.
La matanza de Cayara ocurrió en mayo de 1988. Una comisión investigadora del Senado presidida por el parlamentario del PAP Carlos Enrique Melgar dictaminó que la matanza no había ocurrido, mientras que la minoría de la comisión y un fiscal aseguraban lo contrario. El dictamen fue aprobado por la mayoría aprista.
