Extrajudicial Killings in Ayacucho
In 1991, a series of extrajudicial killings were carried out by a special group of the Peruvian Army in Ayacucho. The killings were initially attributed to subversive elements, but intelligence reports later revealed the involvement of military personnel. Notable victims included the former mayor of Humanga, Leonor Zamora Concha, and a couple, Ladislao Huamaní Loayza and Gregoria Paquiyauri Farfán, who were killed in Vilcashuamán.
La Dirección General de Inteligencia del Ministerio del Interior concluyó que el suboficial Fabio Javier Urquizo Ayma fue responsable del asesinato de Leonor Zamora Concha, ex alcaldesa de Humanga. El diario del "Agente Carrión" documenta múltiples ejecuciones arbitrarias realizadas por un grupo especial del Ejército en Ayacucho durante 1991, inicialmente atribuidas a elementos senderistas. Entre los casos documentados figuran los asesinatos del profesor Ladislao Huamaní Loayza y su esposa Gregoria Paquiyauri Farfán, ocurridos el 4 de agosto en Vilcashuamán, perpetrados por individuos encubiertos que utilizaban modalidades operativas distintas a las de los subversivos.
