Entre 1987 y 1989, la Base Militar de Capaya fue escenario de detenciones arbitrarias, torturas y violaciones sexuales sistemáticas. Las testimoniantas relatan haber sido detenidas bajo acusaciones infundadas de complicidad con Sendero Luminoso, sometidas a maltratos físicos severos, privadas de alimento y agua potable, y violadas sexualmente por los soldados. Varios detenidos, entre ellos Mercedes Gutiérrez y Antonio Tinco, desaparecieron tras ser capturados por los sinchis y trasladados a la base militar.
