Sexual Violence by PCP-SL
The 1996 Annual Report highlighted issues of sexual violence within the context of human rights violations, particularly by the Peruvian Communist Party - Shining Path (PCP-SL). Despite the party's official stance against such acts, testimonies reveal a tolerance for sexual violence, with members allowed to commit such acts multiple times before facing consequences. These incidents were reported during armed incursions in small Andean and Amazonian villages and in camps where individuals were held in servitude.
Aunque el PCP-SL proclamaba que los actos de violencia sexual estaban prohibidos, la realidad fue diferente. Testimonios recogidos por la CVR revelan que los jefes toleraban estas agresiones, permitiendo incluso que se violara hasta tres veces a una mujer antes de aplicar castigo. Mujeres militantes eran designadas para realizar "tareas revolucionarias" en cárceles sin poder negarse, siendo asignadas a parejas por responsables del partido. La violencia sexual se reportó principalmente en dos contextos: durante incursiones armadas en poblados andinos y amazónicos, y en campamentos o "retiradas" donde se mantenía a personas en condiciones de servidumbre.
