Torture and Detention at Monzón Military Base
In late August 1996, a military operation at the Monzón military base in Peru led to the detention and torture of an indeterminate number of people following the murder of a military member. Among the victims was Juana Ibarra, who suffered severe torture including beatings, cigarette burns, and sexual assault. Her five-year-old daughter and at least eight other residents, including minors, were also tortured. Another detainee, Jorge Chávez, was tortured and subsequently died.
