Kunurana Incident and Subsequent Unrest in Puno
In 1986, the region of Puno, Peru, became a focal point of social unrest and subversive activities. The PCP-SL (Shining Path) intensified its campaign against local authorities, leading to a significant attack on the ERPS Kunurana in the province of Melgar. This attack involved the forced participation of local residents in a raid, resulting in the brutal murder of seven workers. The incident prompted a heavy-handed response from police and military forces, which led to numerous reports of abuses and fueled further tensions in the region.
Las tomas de Kunurana de diciembre de 1985 fueron seguidas por nuevas movilizaciones en Puno. A inicios de abril se produjo un paro departamental encabezado por el alcalde Paca Pantigoso y dirigentes populares que mantuvieron una huelga de hambre por varios días, obligando al gobierno a enviar una comisión negociadora. Las demandas principales incluían la oficialización de Puno como región piloto, la reestructuración con participación campesina, el rechazo a la militarización, así como reclamos salariales y demandas históricas como la construcción de la hidroeléctrica de San Gabán.
