Formation of Popular Committees

The event highlights the emphasis on not abusing women, not damaging the community's resources, and correcting any instances of torture or misconduct.
Los Comités Populares fueron constituidos en diferentes localidades como manifestación del poder popular. Según el testimonio de Osmán Morote, estos comités tenían la autoridad para tomar medidas disciplinarias cuando miembros de las fuerzas del ejército guerrillero popular se comportaban indebidamente, como ocurrió en Pampas. La organización estableció normas de disciplina que prohibían el robo de bienes a las masas, el daño a chacras, el abuso de mujeres y la tortura de prisioneros, con correcciones inmediatas cuando estos actos ocurrían.
