State of Emergency Declared in Chanchamayo, Oxapampa, and Satipo

In 1988, the Peruvian government under President Alan García declared a state of emergency in the provinces of Chanchamayo, Oxapampa, and Satipo due to the increasing subversive activities and territorial expansion of the PCP-SL and MRTA. This measure was taken as the insurgent groups were establishing control over various regions, including the installation of 'Comités' in native communities, where they imposed strict behavioral norms. The government's declaration was a response to the growing influence and control exerted by these groups in the region.

En 1988, ante el incremento sostenido de las acciones subversivas y la expansión territorial del PCP-SL y el MRTA en la cuenca del Ene, el gobierno de Alan García declara a las provincias de Chanchamayo, Oxapampa y Satipo en estado de emergencia. Esta medida se implementó pocos meses antes de declarar el estado de excepción en todo el departamento de Junín. Durante este período, el PCP-SL había expandido su control territorial e instalaba sus "Comités" en comunidades nativas, imponiendo normas de conducta para la población.
