Approval of amnesty laws by the Democratic Constituent Congress
Congress approved unconstitutional amnesty laws to legalize impunity under Fujimori
Alberto Fujimori's dictatorship attempted to spuriously legalize impunity for human rights violations committed by State agents. The Democratic Constituent Congress approved by majority vote two amnesty laws that violated constitutional provisions and international treaties sovereignly ratified by Peru. With one honorable exception, judges relinquished their power to apply diffuse control of the constitutionality of the laws. These laws sought to protect perpetrators of human rights violations.
