Withdrawal of the Army from the area of Satipo
In 1993, the Peruvian Army withdrew from the Satipo area, after a military presence that had generated allegations of human rights violations. The withdrawal occurred shortly after the dismissal of Captain Carlos Méndez in 1992.
In 1992, Captain Carlos Méndez commanded soldiers from the Satipo base who entered the community of Cushiviani for any suspicious act, including meetings where construction work was being coordinated with FONCODES. In 1992, Luzmila was invited by Captain Méndez to say goodbye. Shortly thereafter, in 1993, the Army withdrew from the Satipo area. This period was characterized by several reports of human rights violations committed by the Army or the ronderos against the civilian population.
