On November 5, 1992, a group of hikers entered the town of Zarin, in the province of Sanchez Carrion (Huamachuco) at night. During this incursion, the PCP-SL selectively assassinated three local authorities: the Judge, the Governor and the Mayor of the town. This attack was part of the Shining Path's strategy of eliminating local authorities who resisted their political-military project, in a period of intense PCP-SL activity in the Huamachuco region.
